The City Council has approved a program to develop “model” or
“pre-approved” house plans for infill lots to streamline
the process for development of high quality single family homes in the
City’s older neighborhoods and redevelopment areas. The City would
like to facilitate development of these vacant lots, at the same time
encourage quality residential development in the City. The goal is to
provide options for property owners and prospective developers of these
lots. The house plans will be available at the public counter for a
fee. These plans will be “pre-approved” through the design
review process, and will only need to complete a short over the counter
checklist.
The Development Services Department solicited proposals from qualified architects
and received ten submittals. The Department has retained the services
of two quality architectural firms, Cynthia Easton and Piches Architects,
to develop four sets of house plans, each with three sets of elevation
options. The options will allow for different materials and finishes
to provide variety and choice for potential users. The plan sets will
meet and exceed the design standards in the City’s Targeted Infill
Areas, Design Review Districts and Redevelopment Areas. When completed,
the plans will be “pre-approved” through the design review
and building permitting process.
The plans will be designed to fit in certain geographic areas. Oak Park will have a plan set that will be tailored to the unique architectural elements of that neighborhood. North Sacramento and Del Paso Heights will have a plan set that will represent the architectural elements often found in those areas. The plans will include 3-4 bedrooms, attached and detached garages, a two-story model and living areas towards the front of the house.
Staff will take the plans out for review and comment to the various Area Leadership
groups, and the Project Area Committee (PAC’s) or Redevelopment
Advisory Committee (RAC’s). Concurrently staff will also bring
forward city code amendments to eliminate the noticing requirement if
projects are pre-approved. This will expedite the process for pre-approved
residential plan sets.
A revised schedule will be posted in the near future.
Other Cities have similar programs for small lot development and second units. The City of Sacramento is using these programs as a guide for the City Sponsored Infill House Plans:
