The Housing Element is part of the city’s General Plan and sets forth the policies and programs for meeting the housing needs of all types of households in our city. The programs included in this document are designed to reinforce quality neighborhoods and provide choice in housing. State Housing Element law (Government Code Sections 65580-65589.8) requires each local government to review and update the Housing Element of its General Plan at least every five years. The 2008-2013 Housing Element was adopted by the City Council on November 18, 2008. A link to the archived website for the 2008-2013 Housing Element Update is listed below.
Under State law the City is required to prepare an annual report detailing the progress it has made during the prior year in meeting its Housing Element goals. The report compiles data and information from the Planning, Development Services, Economic Development, Police, Code Enforcement, and Utilities departments as well as from the Sacramento Housing and Redevelopment Agency (SHRA). The City has implemented a wide variety of policies and programs in order to address housing needs for all economic segments of the community during the period of 2000-2007. These include:
The City made substantial progress not only in meeting our share of the Regional Housing Need Allocation (RHNA), but also in providing a wide variety of housing types to serve different ages, households, lifestyles, and income levels.. Since 2000, the City has added over 29,000 housing units to our inventory, including approximately 12,143 units affordable to low- and moderate-income households as a result of new development. Another 1,631 units have been improved through substantial rehabilitation. Overall, the City achieved 99.7% of it share of the RHNA. Links to the annual reports from 2003 to 2007 can be found below.
